The FIFA or UEFA Statutes merely constitute a recommendation to introduce a regulation providing for CAS arbitration and do not by themselves grant jurisdiction to CAS over appeals against decisions passed by national federations or leagues. Accordingly, CAS does not have jurisdiction to hear disputes between Spanish clubs and the RFEF in the absence of a specific arbitration agreement referring to CAS
